Los Angeles County's Preference Programs
 
LA County has a number of Preference programs which allow the participating vendors to request that a preference be applied when bidding on an LA County Solicitation.
 
Below is a list of available Preference Programs:
 
Local Small Business Enterprise (LSBE)
 

Program Benefits:

  • A 15% bid price reduction or "preference" on applicable County solicitations.
  • 15-day Prompt Payment on undisputed invoices with the County.
  • Listing on the County's exclusive database of certified businesses, providing more visibility to County Departments.

  • Eligibility for a preference on non-federally funded solicitations:

    To be eligible to participate in the LSBE preference program, the business must be certified by either the California Department of General Services (DGS) as a Small Business (SB) or the Los Angeles County Metropolitan Transportation Authority (L.A Metro) as a Small Business Enterprise (SBE).

    The business must:
  • Have a Principal Place of Business located in the County of Los Angeles for at least the previous 12 months.
  • Have 100 or fewer employees with annual gross receipts of $14 million or less over the last three tax years, or if the business is a manufacturer it must have 100 or fewer employees and there is no revenue cap.


  • Eligibility for a preference on federally funded county solicitations:

    Businesses registered with an "active" status on the System for Award Management (SAM) and identified as a "small business concern" by the U.S. Small Business Administration's (SBA) size standards will be eligible to participate in those solicitations that are federally funded and prohibit a geographic preference.

    Disabled Veteran Business Enterprise (DVBE)
     

    Program Benefits:

  • A 15% bid price reduction or "preference" on applicable County solicitations.
  • Listing on the County's exclusive database of certified Disabled Veteran owned Businesses, providing more visibility to County Departments and Prime Contractors.
  • Eligibility and Requirements:

    To be eligible to participate in the DVBE preference program, the business must be certified by either the California Department of General Services (DGS) as a Disabled Veteran Business Enterprise (DVBE) or verified by the U.S Department of Veterans Affairs (VA) as a Service Disabled Veteran Owned Small Business (SDVOSB).

    The certification information will be verified for eligibility and accuracy. You will be notified if further documentation is needed.

    Social Enterprise (SE)
     

    Program Benefits:

  • A 15% bid price reduction or "preference" on applicable County solicitations.
  • Listing on the County's exclusive database of certified businesses, providing more visibility to County Departments.

  • Eligibility for a preference on non-federally funded solicitations

    To be eligible to participate in the SE preference program the business must have its Principal Place of Business or major office located in the County of Los Angeles and meet one of the following criteria:

  • Has been in operation for at least one year providing transitional or permanent jobs and/or job training, skill building, and access to supportive services to a Transitional Workforce or employing at least 51% of a Transitional Workforce.
  • Is certified as a B-Corporation by B-Labs.
  • Is incorporated as a Benefit Corporation or Social Purpose Corporation with the State of California.
  • Is certified "Green" by a city government located within the County of Los Angeles.
  • A business whose primary purpose is the common good as demonstrated through a published mission statement and whose principal business activity is directly related to accomplishing that stated social mission.

  • Eligibility for a preference on federally funded county solicitations

    In a federally funded County solicitation subject to the federal restrictions on geographical preferences, a business must meet one of the following criteria:

  • Has been in operation for at least one year providing transitional or permanent jobs and/or job training, skill building, and access to supportive services to a Transitional Workforce or employing at least 51% of a Transitional Workforce.

  • A business whose primary purpose is the common good as demonstrated through a published mission statement and whose principal business activity is directly related to accomplishing that stated social mission.

  • Your certification information will be verified for eligibility and accuracy. You will be notified if we need additional documentation.
