The Los Angeles County Department of Children and Family Services (DCFS) is issuing this Request for Proposals (RFP) to solicit proposals for a Contract with an organization to train and support adults who will volunteer to spend their time mentoring older foster youth, ages 9 to 17, to help them find a permanent family or a permanent connection.

California’s child welfare agencies serve 60,000 children, twice as many as any other state. More than 60 percent of California’s foster youth are in Los Angeles County with nearly half living in out-of-home care. The number of older foster youth (Youth) in Los Angeles County, ages 9 to 17, now exceeds 11,000. In Los Angeles County, once a child becomes a teenager, social programs turn towards helping the teen to prepare for independent living.
Over 1,000 youth “age out” of the foster care system each year, but few have a connection to a caring adult who can provide them with meaningful guidance, love and support.

County’s intent is to match the Youth who are at risk of aging out of the foster care system without an adoptive family or a permanent connection, with a stable adult. This program will allow the Youth to spend time with supportive adults, also known as Youth Permanency Partners (YPP), who will mentor and help them achieve legal permanency or establish a permanent connection. A contract will be awarded to the proposer with the highest scored proposal (combined score of Business Proposal and Cost Proposal).
