NOTICE OF REQUEST FOR STATEMENT OF QUALIFACTIONS FOR ON-CALL VEHICLE AND EQUIPMENT REPAIR AND TOWING SERVICES PROGRAM (BRC0000209)

PLEASE TAKE NOTICE that Public Works Request for Statement of Qualifications to provide various services under the On-Call Vehicle and Equipment Repair and Towing Services Program (BRC0000209). This program has been designed to have a potential maximum contract term of 7 years, consisting of an initial 5-year term and potential additional two 1-year option renewals. The total annual program amount of these services is estimated to be $10,000,000. The Request for Statement of Qualifications (RFSQ) with contract specifications, forms, and instructions for preparing and submitting Statement of Qualifications may be accessed at http://pw.lacounty.gov/brcd/servicecontracts/ or may be requested from Messrs. ALL COMPANIES, EVEN THOSE WHO HAVE AN ACTIVE CONTRACT FOR THESE VEHICLE AND EQUIPMENT REPAIR AND TOWING SERVICES WITH PUBLIC WORKS NEED TO REAPPLY. THE RESULTING CONTRACTS WILL REPLACE THOSE CONTRACTS EXPIRING ON DECEMBER 31, 2021.

Only those firms registered for this RFSQ through the website will receive automatic notification when any update to this RFSQ is made. The County does not have an obligation to notify any proposers other than through the Public Works website's automatic notification system.
Doing Business with Local Small Business Enterprise, Disabled Veteran Business Enterprise, and Social Enterprise

The County strongly encourages participation from firms, primes, and subcontractors, which are certified in the County's Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE) Preference Programs. The County's LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. Minimum Mandatory Requirements: Proposers must meet all minimum requirements set forth in the RFSQ documents at the time of Statement of Qualifications (SOQs) submission including, but not limited to:

1. Proposer must have 1 year of experience providing the type of service(s) for which the proposer has provided a price(s) in Form PW-2.

2. Proposer must submit the appropriate active and valid license(s)/certificate(s) to perform the type of service(s) for which the proposer has provided a price(s) in a PW-2, Schedule of Prices. (See Part I of the RFSQ, Section 2.A.1).

3. Proposer and its subcontractor(s) performing prevailing wage work must submit proof of a valid and active State of California Department of Industrial Relations Public Works Contractor Registration pursuant to Labor Code 1725.5. Pending registrations will not be accepted. It is the proposer's responsibility to identify any Prevailing Wage work and fully adhere to all relevant Labor Codes.
Pending registrations will not be accepted.

All structural welding must be performed under the direct supervision of a City of Los Angeles Certified Welder on site. NOTE: The City of Los Angeles Welding Certificate is not mandatory to submit an SOQs and is only required when conducting welding work. SUBCONTRACTING IS ALLOWED TO MEET THIS REQUIREMENT.

There will be no proposers' conference held for this solicitation. The deadline to submit written questions for a response is Monday, May 17, 2021, by or before 5:30 p.m. Please direct your questions to Messrs. Case or Flores. The deadline to submit SOQs is Monday, May 24, 2021, at 5:30 p.m.




This RFSQ solicitation may take several months to process before agreements can be fully executed by the Board of Supervisors for commencement. Therefore, it is imperative that proposers return all proposal materials no later than May 24, 2021, for a service commencement date of January 1, 2022, as anticipated to be authorized by the Board.

SOQs will be reviewed in the order they are submitted to Public Works. Any SOQs received after the due date will be reviewed in the order in which they have been submitted. This solicitation will remain open continuously at the discretion of the County.
