PLEASE TAKE NOTICE that Public Works requests proposals for the County Project Management Information System (PMIS) (BRC0000514) contract. This contract has been designed to have a potential maximum contract term of 10 years, consisting of an initial 5-year term (after Effective Date) and potential additional five 1-year option renewals. The Request for Proposals (RFP) with contract specifications, forms, and instructions for preparing and submitting proposals may be accessed at http://pw.lacounty.gov/brcd/servicecontracts or may be requested from Mr. David Pang at (626) 458-7167 or dpang@pw.lacounty.gov or Ms. Erayna Chang at (626) 300-2325 or eqchang@pw.lacounty.gov, Monday through Thursday, 7 a.m. to 5 p.m. The deadline to submit proposals is Monday, May 5, 2025, at 5:30 p.m., PST. Please direct your questions to Mr. Pang or Ms. Chang. See below for all deadlines relating to this solicitation. Be advised, any changes to the due dates listed herein will only be made by Public Works, in writing in the form of a Notice to the solicitation. An optional proposers' conference will be held on Tuesday, April 15, 2025, at 10:30 a.m., PST via Microsoft Teams Meeting Online Events. To participate, the proposers will need to sign-in using the electronic sign-in sheet through the website listed below. Public Works recommends attendees are registered on Public Works website at least 1 hour prior to the conference. Attendees should be prepared to ask questions at that time about the specifications, proposal requirements, and contract terms. It is the proposers' sole responsibility to do their due diligence to review and familiarize themselves with the requirements in this solicitation (including exhibits & attachments) before submitting their proposal. After the conference, proposers must submit questions in writing and request information for this solicitation by Tuesday, April 22, 2025 by 5:30p.m., PST. Proposers are requested to submit proposals offering a Software-as-a-Service (SAAS) Solution for a Project Management Information System (PMIS) and Related Services (collectively, "System" or "Solution") in accordance with Exhibit A (Scope of Work), and in a format specified in Part I, Section 2 (Proposal Preparation and Submission) of this RFP. At the time of proposal submission, Proposer must meet all of the minimum mandatory requirements listed in Part I, Section 1C, and complete Form PW-15 (Minimum Mandatory Requirements) to qualify as eligible to perform the services under this Contract. Proposal Submission The following two options are available for submitting proposals: 1. Submit electronic proposals through Bid Express. An Infotech/Bid Express Guide is included as Attachment 7, which states for new customers, you must register for an account and set up a Multi-Browser Digital ID before the RFP deadline. Please allow enough time for proposals to upload. If the proposer is not registered with Bid Express two weeks before the submission deadline, proceed with submitting the electronic proposal as indicated below. 2. Submit electronic proposals via Universal Serial Bus (USB) drive or compact disk (CD) to Public Works Headquarters. The proposals must be received by the Cashier's Office by the deadline. If proposer submits a proposal through Bid Express, proposer should not submit hard copies, compact disks, or any other materials to the County via mail or delivery. As stated above, proposers are required to plan ahead in order to allow sufficient time to account for uploading files along with size limitation in order to meet the proposal submission deadline.
