Description:
Los Angeles County Public Works is requesting proposals for the Los Angeles River Trash and Debris Collection System Operation and Maintenance Services (BRC0000595) contract. This contract has been designed to have a potential maximum contract term of 7 years, consisting of an initial 3-year term and potential additional four 1-year option renewals. The total annual contract amount of this service is estimated to be $2,200,000. The Request for Proposals (RFP) with contract specifications, forms, and instructions for preparing and submitting proposals may be accessed at http://pw.lacounty.gov/brcd/servicecontracts.

Proposers Conference and Walk-Through

An optional proposers' conference will be held on Wednesday September 24, 2025, at 2:00 p.m. via Microsoft Teams Meeting Online Events. To participate, proposers will need to sign-in using the electronic sign-in sheet through the website listed below. ATTENDANCE BY THE PROPOSER OR AN AUTHORIZED REPRESENTATIVE AT THE CONFERENCE IS ENCOURAGED BUT NOT MANDATORY. Public Works recommends attendees are registered on Public Works website within 1 hour prior to the conference. Attendees should be prepared to ask questions at that time about the specifications, proposal requirements, and contract terms. It is the proposers' sole responsibility to do their due diligence to visit and familiarize themselves with the work locations and their requirements before submitting their proposal. After the conference, proposers may submit questions in writing and request information for this solicitation within 3 business days from the date of the conference.
There are no mandatory walk-through requirements for this solicitation; however, interested proposers may, at their sole discretion, choose to arrange a site visit to familiarize themselves with the site locations and its requirements before submitting a proposal. Proposers may contact the Public Works Representative, Georgina Ramirez of Stormwater Maintenance Division, who may be contacted by phone at (562) 861-0316 or gramirez@pw.lacounty.gov. Proposer must coordinate with the Public Works Representative to arrange a date and time of the planned site visit prior to visiting any location. All site visits should be carried out prior to the established proposal submission deadline. The proposal submission deadline will not be extended to allow for additional time to complete a site visit.

"Do Business with Public Works" Website Mandatory Registration

You are now required to register an account on Public Works' "Do Business With Public Works" website in order to view any current solicitation: https://dpw.lacounty.gov/contracts/opportunities.aspx. Registration is only needed one time. Further, you should also register as a plan holder for this specific
RFP BRC0000595. Only those firms registered for this RFP through the website will receive automatic notification when any update to this RFP is made. The County does not have an obligation to notify any proposers other than through the Public Works website's automatic notification system.

Doing Business with Preference Program Enterprise

The County provides many benefits for firms that are certified through the County's Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE), collectively called Preference Program Enterprise (PPE). Eligible firms, prime contractors, and subcontractors are strongly encouraged to participate and receive benefits available only to PPE, such as price preference during solicitation process, when applicable, and the PPE Prompt Payment Program. Prompt payment is defined as 15 calendar days after the receipt of an undisputed invoice for goods or services.
