DECEMBER 19, 2019 NOTICE INVITATION FOR BIDS FOR TRASH REMOVAL SERVICES IFB NO. LACDA19-136 Notice is hereby given that sealed bids will be received and publicly opened by the Los Angeles County Development Authority (LACDA) until Tuesday, January 21, 2020 at 3:00 p.m. for trash removal services. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA intends to award a one-year contract with the option of four (4), one-year extensions, provided services are satisfactory and funds are available. Bidders must attend a mandatory Pre-Bid Meeting at the LACDA located at 700 W. Main Street, Alhambra, CA 91801 on January 6, 2020 at 9:00 a.m. An Invitation for Bids (IFB) package containing all submission requirements may be downloaded from the LACDA’s website at www.lacdc.org, under “For Vendors – View Open Solicitations”. Bidders shall provide a bid which shall be addressed and delivered to: Norma Guest, Procurement Coordinator Los Angeles County Development Authority Administrative Services Division/Administrative Services Division 700 W. Main Street Alhambra, CA 91801 All bids shall be labeled “Bid for Trash Removal Services IFB No. LACDA19-136, January 21, 2020.” Any Bidder who wishes his/her bid to be considered is responsible for making certain that it is received by the LACDA at the stated location and at the stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. Bids received after the scheduled deadline will be returned unopened. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of “No Bid” by the submission due date. This is a HUD Section 3 Contract and all Bidders must meet or commit to achieving Section 3 employment and/or contracting goals to be considered a Section 3 responsive bidder and eligible for a contract award. A Bidder who qualifies as a Section 3 business concern may be eligible for a bid preference. In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard contract, a sample of which is attached to the IFB package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA contract. The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s bid. It reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Bids. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
