IFB NO. LACDA20-066
Notice is hereby given that sealed bids will be received and publicly opened by the Los Angeles County Development Authority (LACDA) until Wednesday, February 10, 2021 at 3:00 p.m. for a Plumbing Job Order Contract. The term of the contracts will be for one (1) year or the expenditure of the maximum contract value ($500,000.00), whichever comes first. There is no minimum contract value. Bids must include all completed forms contained in Appendix B Required Forms. Failure to complete these forms may result in a determination that the bidder is non-responsive and/or non-responsible. Bidders shall guarantee their bid for a minimum of 180 days.
A Job Order Contract (JOC) is a competitively bid, firm fixed priced indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual projects at different locations throughout the County of Los Angeles. It includes a collection of detailed plumbing tasks and specifications that have established unit prices. Ordering is accomplished by the issuance of a Work Order against the Contract. The work of this Contract will be set forth in the Detailed Scope of Work referenced in the individual Work Orders. The Gordian Group's (Gordian) JOC Solution includes Gordian's proprietary Gordian JOC Cloud Software and Applications and Construction Task Catalog®, which shall be used by the Contractor to prepare and submit Work Order proposals, subcontractor lists, and other requirements specified by the LACDA in the General Conditions and Requirements, Instructions to Bidders, and Appendices.
Bidders must attend a mandatory Pre-Bid Conference Call Meeting on January 12, 2021 at 10:00 a.m. by calling the phone number (626) 262-4513 and entering code number 9715678. It is strongly recommended that a high ranking official or the person responsible for submitting the bid attend the meeting. For contractors who are new to the JOC process, a one-hour training workshop will follow the Pre-Bid Meeting. All bids shall be labeled "Bid for Plumbing Job Order Contracts IFB No. LACDA20-066”. Any Bidder who wishes his/her bid to be considered is responsible for making certain that it is received by the Los Angeles County Development Authority at the stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. Bids received after the scheduled deadline will be returned unopened. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of "No Bid" by the submission due date through e-mail.
This is a federal assisted contract and Federal labor standards, including Davis-Bacon and related acts, will be enforced. If non-federal funds are used on this contract the State Prevailing Wage Requirement will be enforced.
These are HUD Section 3 Contracts and all Bidders must meet or commit to achieving Section 3 employment and/or contracting goals to be considered a Section 3 responsive bidder and eligible for a contract award. A Bidder who qualifies as a Section 3 business concern may be eligible for a bid preference.
In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA contract, a sample of which is included as Appendix A in the IFB package for reference. The LACDA shall not award a contract to or be obligated to execute a contract with any Bidder who refuses to execute said standard LACDA’s contract.
The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA are not liable for costs incurred in the preparation

of the respondent's bid. It reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserve the right in its sole discretion to waive minor technical deficiencies in the Bids. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
CONTRACT REQUIREMENTS:
· California CSLB C-36 Plumbing Contractors License
· Current and Active California Department of Industrial Relations Registration
· The Bidder must have 5 years of experience, within the last 5 years, providing plumbing services under the plumbing contractor’s license
· General Liability with Additional Insured Endorsement (Shall include Completed Operations and be on a primary and non-contributory basis)
· Workers Compensation (shall be Statutory and include Employer’s Liability, and a waiver of subrogation)
· Automobile Insurance coverage (shall be on a primary and non-contributory basis (coverage shall include owned, hired, non-owned, or any auto)
· Crime or Crime Bond or Fidelity Bond, must name LACDA as loss Payee or provide copy of Client Coverage Endorsement. Covers Employee theft/forgery.
