Description:
PLEASE TAKE NOTICE that Public Works (PW) requests Statement of Qualifications (SOQ) for the On-Call Community-Based Organization Services Program (BRC0000097). This program has been designed to have a potential max program term of 4 yrs, consisting of an initial 1-yr term & potential add'l three 1-year optional renewals. The total annual program amount of this service is estimated to be $1M. The Request for Statement of Qualifications (RFSQ) with contract specs, forms, & instructions for preparing & submitting SOQs may be accessed at http://pw.lacounty.gov/brcd/servicecontracts.
PW is seeking to award contracts to prequalified CBOs & SE organizations who will thereby be eligible to submit bids in response to Work Order Solicitations. Contractors will be prequalified to perform services in at least one of the following Task Categories, as more specifically described in Exhibit A (Scope of Work), Sect D (Task Categories):
1. Project Development & Monitoring
2. Public Outreach & Education
3. Grant Writing
4. Landscaping Installation
Proposers may submit an SOQ for a contract under any or all of the 4 Task Category areas listed above & must clearly indicate the Task Categories they are applying for in their Form PW-22, SOQ Submission Form.
Projects anticipated under this program will incl work in the areas of Water Quality/Conservation, Transportation, and Park & Green Space.
The assignment of work to prequalified contractors will be in accordance with Exhibit A, Sect H (Work Order Solicitation). Services will be utilized under this RFSQ solely where services under the terms of a grant may require or give preference to proposed projects that demonstrate County participation or partnership with community-based groups or organizations. The term Community Based Organization means a Nonprofit Public Benefit Corp or Public Benefit Corp as defined by California Corporations Code Sect 5060, which has a current tax-exempt status as a nonprofit under Sect 501(c)(3) of the Internal Revenue Code, that: (a) is representative of a community or significant segment(s) of a community; & (b) provides educational or related programs to their community or individuals in their community.
Important Note: Subcontracting is not allowed to meet minimum mandatory requirements of this RFSQ.
Min Mandatory Req: At the time of SOQ submission, proposers must meet all min requirements set forth in the RFSQ doc including, but not limited to:
1. Proposer must be: 1) private or public nonprofit CBO, as defined, & provide an IRS Cert/Determination Letter demonstrating that they are a 501(c)(3) corp; or 2) have an active & valid certification as an SE organization issued by County of Los Angeles Dept of Consumer & Business Affairs. Pending registrations or applications to obtain SE or IRS nonprofit status will not be accepted.
2. Proposer must have an office located w/in the geographic boundaries of LA County. The office site must be identified on Form PW-18.1, Proposers Compliance with the Min Req of the RFSQ.
3. Proposing entity or its managing employee for this contract work is required to have experience in 1 or more of the Task Category areas described below (See Sect D, Prequalified Contractor Task Categories of Exhibit A).
If proposers example of completed projects submitted is intended to meet the min req for more than 1 Task Category, proposer must specify in Form PW-18.1.
Task 1-Project Devel & Monitoring-Proposing entity or its managing employee for this task must clearly demonstrate a min of 3 yrs experience w/in the last 7 yrs developing and/or monitoring projects, as described in Exhibit A, Sect D. The proposal must incl at least 3 examples of proposers or its managing employees work in development and/or monitoring w/in the last 7 yrs. The proposal must demonstrate examples of proposers or its managing employees work in project development and/or monitoring, such as formulating project objectives and/or criteria for implementation, and/or evaluating the project goals and results.
Task 2-Project Outreach & Education-Proposing entity or its managing employee for this task must clearly demonstrate a min of 3 yrs experience w/in the last 7 yrs coordinating community or stakeholder outreach as described in Exhibit A, Section D. The proposal must incl at least 3 examples of proposers or its managing employees work performing outreach w/in the last 7 yrs. The proposal must incl examples of proposers or its managing employees work in coordinating community and/or stakeholder outreach, such as conducting meetings, developing websites, and/or generating and/or distributing promotional messages and/or materials for projects.
Task 3-Grant Writing-Proposing entity or its managing employee for this task must clearly demonstrate a min of 3 yrs experience w/in the last 7 yrs preparing grant proposals as described in Exhibit A, Section D. The proposal must incl at least 3 examples of proposers or its managing employees grant proposals that resulted in an award of the grant w/in the last 7 yrs. The proposal must incl examples of proposers or its managing employees work preparing the competitive grant applications, such as researching, preparing budgets, schedules, timelines, and/or seeking the support of stakeholders.
Task 4-Landscaping Installation-Proposing entity or its managing employee for this task must clearly demonstrate a min of 3 yrs experience w/in the last 7 yrs in the installation and/or maintenance of landscaping. The proposal must incl at least 3 examples of such projects that flourished 90 days past the establishment period w/in the last 7 yrs. The proposal must incl examples of proposers or its managing employees landscaping installation and/or maintenance work, such as planting trees, planting native and/or drought tolerant vegetation, and/or maintaining the project during the establishment period.
Proposer or its managing employee for this task must hold a valid & active California issued Contractor Classification C-27 Landscaping license.
Proposers seeking to qualify in this Task Category must also meet the add'l min requirement relating to compliance with the California Labor Code:
Landscaping installation work in this RFSQ constitutes public works as defined in the CA Labor Code Section 1720, requiring payment of prevailing wages pursuant to Section 14, Prevailing Wages, of the RFSQ. Proposer must submit proof of a valid & active State of CA Dept of Industrial Relations Public Works Contractor Registration pursuant to Labor Code 1725.5. Pending registrations will not be accepted.
A Proposers Conference will be held on Mon, Sept 23, 2019, at 2 pm at PW HQ, 900 S Fremont Ave, Alhambra, CA 91803, in Conf Room B. ATTENDANCE BY THE PROPOSER OR AN AUTHORIZED REPRESENTATIVE AT THE CONFERENCE IS MANDATORY. Those proposers who attended the previous Conf on Tues, May 21, 2019, are not required to attend the Conf on Mon, Sept 23, 2019. PW will reject SOQs from those whose attendance cannot be verified at the May 21, 2019 or Sept 23, 2019, Proposers Conf. Attendees should be prepared to ask questions at that time about the specs, SOQ requirements, & contract terms. It is the Proposers sole responsibility to do their due diligence to visit & familiarize themselves with the work locations & requirements before submitting their proposal. After the conference, proposers must submit questions in writing & request information for this solicitation w/in three business days from the date of the conference.
This solicitation will remain open continuously at the discretion of the County.
This RFSQ process may take several months to process before contracts can be executed by the Board of Supvrs, as required for issuance of Work Order Solicitations. It is imperative that proposers return all SOQ materials no later than Mon, Oct 7, 2019, at 5:30 pm.
