PLEASE TAKE NOTICE that Public Works requests proposals for the Operation of a Combined Child and Infant Care and Education Center (BRC0000175) contract. This contract has been designed to have a potential maximum contract term of 7 years, consisting of an initial 3-year term and four potential additional 1-year renewal options. The County does not have an obligation to notify any proposers other than through the Public Works website's automatic notification system. Doing Business with Local Small Business Enterprise, Disabled Veteran Business Enterprise, and Social Enterprise The County strongly encourages participation from firms, primes, and subcontractors, which are certified in the County's Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE) Preference Programs. The County's LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. Minimum Mandatory Requirements: At the time of proposal submission, proposers must meet all minimum requirements set forth in the RFP document including, but not limited to the following: Note: Subcontractors will NOT be allowed to fulfill any of the following Minimum Mandatory Requirements. Subcontracting is prohibited for this service, except for the Enhanced Learning Program. 1. Proposer must have 3 years of experience within the last 5 years managing the operation of a licensed child and infant care and development center serving infants, toddlers, and preschoolers in the State of California. (Please use Form PW 20, Child Care Center Experience, to provide this information). 2. Proposer must provide, at a minimum, the required teacher/child and staff/child ratios as defined by Title 5 of the California Education Code. (Please use Form PW 20, Child Care Center Experience, to provide this information). 3. Proposer must not have within the past 3 years, held any probationary licenses or been issued civil penalties by the California Department of Social Services/California Care Licensing Division for failing to correct a deficiency in a timely manner or for repeated offenses. (Please use Form PW-26, Proposer's Probationary Licenses/Civil Penalties Affirmation, to provide this information). 4. Proposer must possess all necessary licenses/certificates from Los Angeles County or other applicable Health and Fire Departments for the past 3 years for Proposer's California child care facilities. 5. Proposer's director must be qualified by one of the following: (Please use Form PW 21, Child Care Center Staffing, to provide this information). a. A valid and active Child Development Site Supervisor Permit issued by the State of California Commission on Teacher Credentialing. b. An Associate of Arts degree from an accredited or approved college or university with a major or emphasis in early childhood education or child development; at least 2 years of teaching experience in a licensed child care center or comparable group child care program; and three semesters or equivalent quarter units in child care administration or community/family staff relations or equivalent. c. A Bachelor's degree from an accredited or approved college or university with a major or emphasis in early childhood education or child development; at least 1 year of teaching experience in a licensed child care center or comparable group child care program; and three semesters or equivalent quarter units in child care administration or community/family staff relations or equivalent. 6. Proposer's teachers must, at a minimum, hold or qualify for a Child Development Teacher Permit issued by the State of California Commission on Teacher Credentialing. 7. Proposer's assistant or associate teachers must, at a minimum, hold or qualify for a Child Development Associate Teacher Permit issued by the State of California Commission on Teacher Credentialing. 8. All Proposer's employees performing child care services must be over 18 years of age. (Please use Form PW-21, Child Care Center Staffing, to provide this information). A mandatory proposers' conference will be held on Monday, February 22, 2021, at 10 a.m. via Microsoft Teams Meeting Online Events. To participate, the proposers will need to sign-in using the electronic sign-in-sheet through the website listed below. ATTENDANCE BY THE PROPOSER OR AN AUTHORIZED REPRESENTATIVE AT THE CONFERENCE IS MANDATORY. Public Works will reject proposals from those whose attendance at the conference cannot be verified. Attendees should be prepared to ask questions after the conference about the specifications, proposal requirements, and contract terms. It is the proposers' sole responsibility to do their due diligence to visit and familiarize themselves with the work locations and their requirements before submitting their proposal. After the conference, proposers may submit questions in writing and request information for this solicitation within three business days from the date of the conference. IMPORTANT NOTICE Due to the closure of Public Works Headquarters for non-County employees, submission of proposals will only be accepted electronically. Submission of hard copy proposals will not be accepted. Proposals must be submitted electronically on www.bidexpress.com, a secure online bidding service website. Electronic Submission of Proposal: To submit your proposals electronically, you must be registered with BidExpress, by the due date above. A new registration page must be signed, notarized, and received by BidExpress Customer Support for processing before the due date. Be advised, there is a nominal service fee to use BidExpress. Please note, each upload of file in BidExpress is limited to 10 MB per file up to 50 files for a total of 500 MB. Proposers shall plan ahead and allow sufficient time to account for the file size limitation before the proposal submission deadline to complete the uploading of proposal files. If proposer submits a proposal through BidExpress, proposer should not send hard copies, CDs, or any other materials to the County via mail.
