Description:
PLEASE TAKE NOTICE that Public Works requests proposals for the Aircraft Fueling Concession Services (BRC0000200) contract. This contract has been designed to have a potential maximum contract term of 5 years, consisting of an initial 3-year term and potential additional two 1-year option renewals. The contractor shall pay the County a fuel flowage fee for the aircraft fueling concession services, currently $0.30 per gallon for Avgas fuel and $0.35 per gallon for Jet-A fuel; the fuel flowage fee is subject to change by the County during the contract term. All interested proposers for this RFP are strongly encouraged to register at http://pw.lacounty.gov/general/contracts/opportunities/. Only those firms registered for this RFP through the website will receive automatic notification when any update to this RFP is made. The County does not have an obligation to notify any proposers other than through the Public Works website's automatic notification system.

Minimum Mandatory Requirements: At the time of proposal submission, proposers must meet all minimum requirements set forth in the RFP document including, but not limited to:

1. Proposing entity must have at least 3 years of experience providing aircraft fueling services, serving multiple airport locations. No subcontractors will be allowed to fulfill this Minimum Requirement.

2. Proposing entity's managing supervisor assigned to this contract must have at least 3 years of experience supervising aircraft fueling services, serving multiple airport locations. No subcontractors will be allowed to fulfill this Minimum Requirement.

3. Proposing entity and/or employees responsible for storage, handling, and dispensing of aviation fuel must provide proof of formal training on the storage, handling, and dispensing of aviation fuels consistent with Federal Aviation Administration Advisory Circular 150/5230-4B. No subcontractors will be allowed to fulfill this Minimum Requirement.

4. Proposing entity must affirm that if awarded the contract, the contractor shall provide fueling services from the County-owned fuel storage and dispensing facility, at all five County-owned airport locations, as indicated in Exhibit A, Scope of Work. Affirmation of this Minimum Requirement must be indicated in Form PW-19, Proposer's Compliance with the Minimum Requirements Affirmation.

5. Proposing entity must affirm that all staff assigned to this project is certified to provide First Aid and perform Cardiopulmonary Resuscitation (CPR). Proof of valid and active certification may be requested by the contract manager prior to performing the required work, or any time during the life of the contract. Affirmation of this Minimum Requirement must be indicated in Form PW-19, Proposer's Compliance with the Minimum Requirements Affirmation.

6. Proposing entity must affirm that all staff will have Professional Line Service Training, consistent with National Air Transportation Association Safety
1st program, prior to airfield access. Proof of valid and active certification may be requested by the contract manager prior to performing the required work, or any time during the life of the contract. Affirmation of this Minimum Requirement must be indicated in Form PW-19, Proposer's Compliance with the Minimum Requirements Affirmation.

A mandatory proposers' conference will be held on Thursday, March 11, 2021, at 2 p.m. via Microsoft Teams Meeting Online Events. To participate, the proposers will need to sign-in using the electronic sign-in-sheet through the website listed below. ATTENDANCE BY THE PROPOSER OR AN AUTHORIZED REPRESENTATIVE AT THE CONFERENCE IS MANDATORY. Public Works will reject proposals from those whose attendance at the conference cannot be verified. Attendees should be prepared to ask questions after the conference about the specifications, proposal requirements, and contract terms. It is the proposers' sole responsibility to do their due diligence to visit and familiarize themselves with the work locations and their requirements before submitting their proposal. After the conference, proposers must submit questions in writing and request information for this solicitation within three business days from the date of the conference.

There is no mandatory walk-through for this solicitation; however, it is the proposers' sole responsibility to do their due diligence and to contact the contract manager, Mr. Jason Morgan from Aviation Division who may be contacted at (626) 262-2865 or jmorgan@pw.lacounty.gov, to arrange site visits and familiarize themselves with each site location and the requirements of the contract before submitting their proposal. Proposers must coordinate with the contract manager prior to visiting the airports. Arranging the date and time of the site visits will be at the contract manager’s discretion. All site visits should be carried out prior to the established proposal submission deadline. The proposal due date will not be extended to allow extra time to conduct the site visits. Proposers may only schedule site visits after the mandatory proposers' conference.

Due to the closure of Public Works Headquarters for non-County employees, submission of proposals will only be accepted electronically. Submission of hard copy proposals will not be accepted.

To submit your proposals electronically, register with BidExpress, by the due date above. A new registration page must be signed, notarized, and received by BidExpress Customer Support for processing before the due date. There is a nominal service fee to use BidExpress.

Please note, each upload of file in BidExpress is limited to 10 MB per file up to 50 files for a total of 500 MB. Proposers shall plan ahead and allow sufficient time to account for the file size limitation before the proposal submission deadline to complete the uploading of proposal files.

Proposals received after the closing date and time specified in this Notice of Request for Proposals will be rejected by Public Works as nonresponsive.
