REQUEST FOR PROPOSALS
FOR
LOAN UNDERWRITING CONSULTING SERVICES
RFP NO. LACDA20–059

Notice is hereby given that proposals will be received by the Los Angeles County Development Authority (LACDA) until Monday, August 17, 2020 at 1:00 p.m. for Loan Underwriting Consulting Services. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA may award multiple one-year contracts with the option of four (4), one-year extensions, provided services are satisfactory and funds are available.

Proposers are strongly encouraged to attend a Pre-Proposal Conference Call Meeting at (626) 262-4513 - Participant Code: 3488018#, on August 4, 2020 at 10:30 a.m.

A Request for Proposal (RFP) package containing all submission requirements will be available on July 29, 2020 and may be downloaded at AVISARE’S website at www.avisare.com. Please sign up and login to the Avisare system and click on “Search RFP’s” on the left-hand side to view solicitations. Click on the solicitation title to view all details and download.

Proposers shall follow the instructions provided in the RFP Section 2.12 Proposal Submission, when submitting the business proposal and cost proposal, which shall be emailed to:

Proposals must be submitted via email to Christopher.lopez@lacda.org by 1:00 p.m. and shall be labeled “Proposal for Loan Underwriting Consultant Services, RFP No. LACDA20–059 August 17, 2020.” Any Proposer who wishes his/her proposal to be considered is responsible for making certain that it is received by the LACDA at the stated location and the stated date and time. No oral, facsimile, or telephonic proposals or modifications will be considered unless specified. Proposals received after the scheduled deadline will be returned or unopened. Proposers, who, upon request, receive the RFP package and do not wish to submit a proposal should reply with a letter of “No Proposal” by the submission due date.

In submitting a proposal, each Proposer thereby agrees that, if awarded a contract, it shall execute a standard contract, a sample of which is attached to the RFP package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Proposer who refuses to execute said standard LACDA contract.

The LACDA reserves the right to reject any and all proposals. This RFP is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s proposal. It reserves the right to issue supplementary information or guidelines related to this RFP. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Proposals. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.

CONTRACT REQUIREMENTS:

• Insurances (please refer to the Sample Contract for required values)
? General Liability with Additional Insured Endorsement. Shall include Completed Operations and be on a primary and non-contributory basis.
? Workers’ Compensation, shall be Statutory and include Employer’s Liability, and a waiver of subrogation.
? Automobile Insurance, coverage shall include owned, hired, non-owned, OR any auto.
? Professional Liability
? Crime Insurance
