INTRODUCTION The County of Los Angeles Sheriff’s Department (Department) is seeking qualified Vendors to enter into Master Agreements with the County to provide Trailing Bloodhound Canine and Handler Investigative Services (Services) on an as-needed basis for the Department’s Homicide Bureau. VENDOR’S MINIMUM MANDATORY QUALIFICATIONS Interested and qualified Vendors that can demonstrate their ability to successfully provide the required Services outlined in Attachment 1 (Statement of Work) of the Request for Statement of Qualifications (RFSQ) are invited to submit a Statement of Qualifications (SOQ), provided they meet the following Minimum Mandatory Qualifications. MINIMUM MANDATORY QUALIFICATIONS 1. Vendor must provide two references where the same or similar scope of services, as required in Attachment 1 (Statement of Work) of this RFSQ, were provided. (Contact person for references must be able to answer questions related to service provided.) 2. Vendor must identify and provide at least one handler and one scent-trailing/tracking bloodhound canine, and any necessary tools, materials, and/or equipment to provide Services as described in Attachment 1 (Statement of Work), of the RFSQ. Required Certifications 3. Vendor’s identified handler(s) must be certified in scent-specific man-trailing, with the Vendor’s identified canine, by a canine training facility which certifies handlers for scent-trailing/tracking. 4. Vendor’s identified handler(s) must be certified to provide basic first aid and cardiopulmonary resuscitation (CPR). 5. Vendor’s canine(s) must be certified in the scent-specific man-trailing/tracking in a variety of geographical terrains by a canine facility which certifies canines for scent-trailing/tracking. 6. Vendor’s canine(s) must be up-to-date on all vaccinations including rabies. All certifications and other documentation evidencing proof of qualification shall be submitted in Vendor’s SOQ, as set forth in Exhibit 14 (Required Licenses, Certifications, and Permits) of Appendix A (Required Forms) of the RFSQ. Certifications shall be verified during the SOQ qualification review. 7. Vendor’s handler(s) must be available to provide Services to County 24 hours per day/7 days per week/365 days a year. Vendor shall provide a statement of affirmation in this regard in Section A.1 of their SOQ. 8. If Vendor’s compliance with a County contract has been reviewed by the Department of the Auditor-Controller within the last ten years, Vendor must not have unresolved questioned costs identified by the Auditor-Controller, in an amount over $100,000.00, that are confirmed to be disallowed costs by the contracting County department, and remain unpaid for six months or more from the date of disallowance, unless such disallowed costs are the subject of current good faith negotiations to resolve the disallowed costs, in the opinion of the County.
