Description:
The County of Los Angeles (County) Department of Human Resources (Department) is issuing this Invitation for Bids (IFB) to solicit bids for a Contract with an organization that can provide health and welfare cafeteria plan benefit insurance consulting services and related project management services (Services) to a public or private sector employer with at least 35,000 full-time employees.
Under the direction of the County Project Manager, the Contractor must provide as-needed Services, for the development and administration of RFP solicitations for four (4) different County cafeteria health and welfare insurance benefit plans (Options, Choices, Flex, and MegaFlex) and annual rate renewals (RFRs) Services for each of these four (4) cafeteria insurance plans.
This is a Notice of the County's "Intent" to make an Award. It does not represent a commitment on the part of the County nor does it signify a valid purchase agreement between the County and any supplier or service provider.
Until or unless a properly executed purchase order or service agreement is issued to a vendor, this "Intent" may be changed, modified or canceled at the sole discretion of the County. The County will assume no financial responsibility or obligation to any supplier or service provider based on this "Intent" to award.
Pursuant to County Purchasing Policy M-1100, A bid protest may be filed by Vendors who submitted a bid response for the intended award information below. Information and procedures for filing a bid protest can be accessed from LA County Bid/Vendor Protest Policy.
With limited exceptions, solicitations conducted under the statutory authority of the Purchasing Agent are price-based with the resultant award being made to the lowest, responsive, responsible bidder that fully meets and complies with all of the specifications and requirements of the solicitation.
